Centuries after the Great Disaster, the species known as the Tiger People became one of the most powerful and growing clans of all the Animal Men. They established the Tiger Empire, a dominion that covers most of the eastern half of the former United States of America. Great Caesar is its leader and he openly hates the remaining human population. The Empire soon heard of and encountered a human named Kamandi who was seeking out to save his people from oppression. Caesar vowed to kill Kamandi and hired a Serpent-Man do the deed. Kamandi and his allies are a constant thorn in the side of the Tiger-People.
The Tiger Empire is also locked in an unending conflict against the Ape People. The Empire has successfully repelled the Ape People and expanded their domain west. The victories, however, filled them with arrogance. When Gorilla Grodd assumed control of the Ape People, he easily defeated the Tiger People with sonic cannons that took advantage of their sensitive ears. After Batman, Kamandi, Dr. Canus, and Prince Tuftan organized an alliance to defeat the Apes, the Tiger Empire reconsidered their views of humans and freed its slaves.
