A painter once led a double-life as a criminal in Gotham City. To hide his real identity, the man left plans for his crimes on his paintings for his henchmen to decipher. As Crazy Quilt, he was compeled to leave clues about his plans in paintings and target art that appealed to his aesthetics.

With his henchmen, the Color Guard, Quilt attempted to steal the Stimulated Emission Light Amplifier, a device that would aid his insane quest to use the world as his canvas. Batman and Robin intervened. In the fight, Robin reflected the Amplifier's ray onto Crazy Quilt and left him blind. While incarcerated at Arkham Asylum, he volunteered for an experimental procedure that claimed to partially restore vision. Combined with a special vision helmet fused to his optic nerves, the man's sight was indeed slightly restored.

For years, Quilt followed Robin's exploits on radio and planned his revenge. This drove the man more insane than he already was. Quilt eventually escaped the Asylum. Batman defeated Crazy Quilt during a robbery in progress but was teleported before he could transport Quilt to Arkham Asylum. He was taken to nearby Blackgate Prison instead.

He was transferred back to Arkham but escaped and resurfaced in Bludhaven, Robin's adopted city, and stole Vincent van Gogh's "A Starry Night." Using morse code, he led Batman and Robin to a trap at Club 38. With the duo distracted, Quilt broke into a branch of STAR Labs and stole the Light Amplifier. He planned to wire the device into his optic nerves and make him a force to be reckoned with. Batman distracted Quilt while Robin used a blowtorch to loosen a scaffolding and neutralize Quilt's weapon. Robin then defeated him and was taken into custody where he was taken to Arkham Asylum.
